As part of the project ‘Support for the General Libyan Union of Chambers of Commerce (GUCC) and its three member chambers in Tripoli, Misrata and Benghazi’, carried out on 23-24 June 2025 by the Ghorfa Arab-German Chamber of Commerce and Industry, Prof. Dr Detlef Sack from the University of Wuppertal provided information on the German vocational training system and the role of chambers of commerce.

At the kick-off of the project on 24 June 2025, he emphasized the importance of vocational training and qualifications for the innovative strength of the German economy. He also explained the role of chambers of commerce for SMEs. Chambers of commerce are needed to support SMEs and deliver services that individual firms require. They are also responsible for building ‘glocal’ cross-sector networks based on trust and skills within their region. Advocacy with policymakers to strengthen the local business voice is also among their tasks. The variety of Chambers of Commerce regulations in Europe shows that there is no “one size fits all” institutional design. To enhance the capacity development of local and regional businesses, awareness of local conditions and learning from transnational experiences are both needed.
