Tomasz Miś is a member of the Programme Council of the Polish Chamber of the Utility Industry and attorney-at-law. In his profession, he focuses on public procurement law and waste management law. During the Chambers of Commerce – 3rd International Conference, which will take place on 14-15 November in Warsaw, he will present the crucial role of chambers in representing the interests of their members. His presentation titled: “The Chamber in action – the role of the Polish Chamber of the Utility Industry in defending the competitive waste collection market in Warsaw” will emphasize the practical aspects of the chambers’ activities.
In early 2022, the Capital City of Warsaw initiated proceedings to award a four-year public contract, valued at aprox. 210 mln EUR to its own municipal company. This decision meant that a significant market, where numerous private companies were providing services, was to be handed over to a non-private company without the competitive procurement procedure (known as the in-house procurement). The example of Warsaw was closely monitored by other Polish municipalities, which considered the in-house procurements to be applied to their waste management markets to the detriment of private entrepreneurs. The topics discussed in the presentation will illustrate the vital role that chambers play, not only in shaping legal frameworks on the state level, but also in taking and coordinating actions that directly impact businesses, particulary SMEs operating in the market.
